I would agree with this and let the scrutineer decide if they were up to the job, ie, not covered in oil and grease and no obvious signs of damage, cuts etc.....

And why not? we are the ones paying for new kit every 5 years even if we did not us it, as a for instance I bought new helmet with hans studs and belts for the start of last year, then due to car installation problems was forced to sit out all of 2016.

As a newcomer to the sport, ref noise issues, why not have a max db noise limit for all competitors whatever they might be driving, similar to a track day event.
The organisers can then show that they are being responsible to the environmental issue of noise to their neighbours. If you started at say 100db max then it could be reduced should the need/law required it.
